With 6 fires a day when do they get to practice?

I imagine Detroit is one of the more financially strapped cities in the US. I wonder what percentage of the city bill is used to put out fires - and how many of the buildings are insured. Still as long as you & I keep paying our ever increasing premiums at least the insurance companies won't be hurting
